The scheme aims to regularize buildings where OC is pending due to developer default, administrative delays, or legacy planning issues, thereby restoring clear property titles and improving access to finance.

Under the scheme, housing societies, individual owners, purchasers, and trusts are eligible to apply for Partial or Full OC through an online process. Applications must be submitted only by a licensed architect or certified engineer, while lawyers may assist with documentation.

A key benefit is the time-linked penalty concession. Applications made within the first six months attract zero penalty, followed by 50% penalty up to one year, and 100% penalty thereafter. The scheme is expected to remain open for at least 18 months, making early action crucial.

Financial incentives include up to 50% concession on premiums, possible relief on CC revalidation charges, and conditional regularization of setbacks, DP roads, and reserved grounds. However, Civil Aviation height violations without NOC will not be eligible.

If documentation is complete, OC approval may be granted within 30–45 days. Experts advise societies to immediately begin document compilation and pass necessary resolutions to take full advantage of this limited-period opportunity.
